Abstract
Gelonghui December 13 | According to CCTV, at the 2025-2026 China Economic Annual Conference hosted by the China Center for International Economic Exchanges today, Han Wenxiu, Executive Deputy Director of the Central Financial and Economic Affairs Commission Office and Director of the Central Rural Work Leading Group Office, stated that next year will be the first year of a comprehensive transition from dual control of energy consumption to dual control of carbon emissions. It is essential to adhere to the guidance of the 'dual carbon' goals and promote a comprehensive green transformation. Han Wenxiu emphasized that green development is the foundation of high-quality development. A strategic outline for building a strong energy nation should be formulated, accelerating the establishment of a new energy system, enhancing the clean and efficient utilization of fossil fuels, and expanding the application of green electricity. Next year, as the first year of this transition, efforts should be made to steadily advance the peaking of carbon emissions, deepen energy conservation and carbon reduction transformations in key industries, strengthen the construction of the national carbon emission trading market, cultivate new growth areas such as hydrogen energy and green fuels, and develop a number of zero-carbon industrial parks and zero-carbon factories.
